Short answer: Power Apps is a capable low-code platform, and a SharePoint list with a Power Apps form is a common way for a plant on Microsoft 365 to build a kaizen tracker, an audit checklist or an issue log. The difference with LeanSuite is who builds and maintains it. With Power Apps, your team designs the screens, writes the formulas, sets up the flows and keeps the app working as the program changes. Microsoft's own admin guidance says that when a maker leaves, their apps and flows are in effect owner-less. LeanSuite is a finished set of lean modules that its own team maintains and ships releases for, and it keeps Excel on SharePoint and OneDrive in the loop through a native connector.

Power Apps is a general platform for building business apps, and it is good at it.
Microsoft describes Power Apps as a rapid development environment for custom business apps that connect to Dataverse or to sources such as SharePoint, Microsoft 365 and SQL Server. Pro developers can extend it with code and custom connectors.
Apps built with Power Apps run in a browser and on mobile devices, phone or tablet, according to Microsoft's overview.
Microsoft Lists includes templates such as Issue tracker, Work tracker and Asset manager, and several templates come with a Power Automate flow that sends a reminder when a due date is approaching.
Canvas apps built on Dataverse have a built-in offline-first mode that the maker turns on for the app and its tables. Other offline setups are built by hand with the LoadData and SaveData functions.
The Power Platform admin center shows apps without valid owners and apps nobody has used in 60 days, and admins can set data policies and sharing limits.
None of this is a flaw in Power Apps. It is what comes with owning an app, and it matters most when one person built it.
Every screen, formula, flow and report is something your maker built, and every change goes back to them. The lean method itself, whether A3, PDCA, 5S scoring, escalation or savings tracking, is whatever they designed.
Microsoft says a SharePoint list view with more than 5,000 items can hit a list view threshold error. In canvas apps, a query Power Apps can't delegate only looks at the first 500 records by default, up to 2,000, and Microsoft warns it can return incorrect results beyond that. A tracker that grows for years has to be built with this in mind.
Microsoft's guidance for the default environment: when a maker leaves an organization, the maker's apps and flows are in effect owner-less. Its support article adds that orphaned flows can fail if they use connections tied to that user's account. Admins can reassign ownership, but someone still has to understand the app.
Microsoft's ALM guidance moves apps between environments as solutions, and every environment that takes part needs a Dataverse database. Testing, releases and rollback are yours to set up.
