People development pillar 90-day model area plan

A people development pillar model area plan is a 90-day plan for proving, in one area, that skill gaps can be found from real losses and closed with structured on-the-job training, before the routine spreads to other areas. The team builds the skills matrix, marks the critical tasks with too few trained people, traces errors and incidents to the skills behind them, trains experienced operators to teach with job instruction, writes job breakdown sheets for the critical tasks, trains and signs people off at the station, adds one point lessons for knowledge gaps and updates the matrix. This template has the 13-week plan as a Gantt chart in three phases with the owner, deliverable and done-when of each activity, a scoring table to choose the model area from loss data, the team, a KPI board, the day-90 gate, and the expansion plan for months 4 to 12 in three waves, with a worked example.

When to use it

When to use a people development 90-day plan

  • When one absence can stop a line because only one person knows a critical task.
  • When errors, defects or incidents keep tracing back to people who were never properly trained.
  • When a plant wants to prove a structured on-the-job training routine in one area before rolling it out.
  • When leaders want a training plan they can review every week: who does what, by when, and what done looks like.

How to fill it in

  1. 1

    Choose the model area from loss data

    Score up to three candidate areas (five in Excel) on loss data, visibility, team willingness and repeatability, from 1 to 3. Loss data here means errors and stops caused by skill gaps, and critical tasks with only one trained person. Pick the highest total; on a tie, the higher loss data score wins.

    Name the team and write day 1

    Sponsor, pillar lead, the area supervisor, the experienced operators who will train, and the training coordinator.

    Set the baseline and the day-90 targets

    Critical tasks with two or more trained people, errors from skill gaps, training plan done, trainers able to teach and breakdown sheets written.

    Run the 13 weeks and update the plan every week

    Move a bar if your area needs it, write the week each activity really finished, and add one actual per KPI each week. Late activities turn red in the Excel version.

    Pass the day-90 gate

    The sponsor and pillar lead check the six gate items with evidence. If one is not met, fix it before any other area starts.

    Plan the expansion waves

    Wave 1 goes to areas with the same jobs or skills, with model area trainers training the new area's first trainers. Each new area runs its own 13 weeks against its own baseline.

The standard plan printed on page 1 and in the Excel version. Days 1 to 30 are weeks 1 to 4, days 31 to 60 weeks 5 to 9 and days 61 to 90 weeks 10 to 13. Move the weeks to fit your area.

What's on the gates

The day-90 gate and the wave gate for people development

The day-90 gate decides whether the model area is ready to be copied; the wave gate is checked for each new area before the next wave starts. Both are on page 3 of the PDF and on the Excel version's Day-90 gate and Expansion sheets.

A filled-in example

Illustrative, not a benchmark

An example: an electronics assembly plant (illustrative, with made-up numbers; the same as page 4 of the PDF and the Excel example sheets). Not a benchmark.

  • Model area choice, loss data, visibility, team willingness and repeatability scored 1 to 3: SMT line scored 12, Final test scored 9 and Packing scored 7. The SMT line had the most defects from setup and programming errors, three critical tasks known by one person each, and the same machines run on a second line.
  • Critical tasks with two or more trained people: baseline 40%, day-90 target 100%, week 13 actual 90%, 83% of the gap closed.
  • Errors from skill gaps: baseline 14, day-90 target 4, week 13 actual 6, 80% of the gap closed.
  • Training plan done: baseline 0%, day-90 target 100%, week 13 actual 92%, 92% of the gap closed.
  • Trainers able to teach: baseline 0, day-90 target 4, week 13 actual 4, 100% of the gap closed.
  • Breakdown sheets for critical tasks: baseline 10%, day-90 target 100%, week 13 actual 100%, 100% of the gap closed.

The team passed the day-90 gate in week 13. Wave 1 (months 4 to 6) went to SMT line 2, rework bench, wave 2 (months 7 to 9) to Final test, box build, and wave 3 (months 10 to 12) to Packing, stores, maintenance, with a model area team member coaching each wave 1 area.

Common mistakes

  • Training without a link to losses

    Start from the errors and stops that skill gaps cause, so the training goes where it pays back and the result can be measured.

  • Experts who cannot teach

    Knowing a job and teaching it are different skills. Train the trainers in job instruction before they train others.

  • Signing off on attendance

    Sign a person off when they do the task to the breakdown sheet at the station, not when they sit through a session.

  • A skills matrix nobody updates

    Update the matrix from the sign-offs, or it shows cover the area does not have.

  • Spreading before the gate

    Copying the routine before the model area's critical tasks are covered spreads paperwork. Hold the gate, then expand in waves.
